Until recently, the country's rescue service was deprived of its “own” specialized vessel.

During the last navigation, the first Chibis boats appeared at the quay walls of our rescue stations, specially designed and equipped to provide assistance to those in distress on the water. The design of this vessel was created by specialists from the Vostok Central Design Bureau in close contact with the Leningrad rescue service, led by B. O. Naiman.

The boat turned out to be successful, Boris Ottovich told us in a conversation, it was fast, which is very important, since according to the norms, we are given no more than 6 minutes for all preparations and searching for the victim, it is maneuverable, convenient for the operational work of the duty shift. The specific nature of the work of rescuers requires at the same time a spacious cockpit and placement of a large amount of special equipment. Thanks to the absence of internal lining of the sides, it was possible to place most of this equipment along them.
A little unusual for drivers of rescue boats was the remote control of reverse and throttle of a conventional boat type - under the left hand, but this is a matter of habit. In the future, it will be necessary to make the board for the victim retractable at the floor level or abandon it altogether in order to free up the cockpit for the crew to work. Experience shows that practically effective medical care is always provided on shore, since many special medical devices for resuscitation are not adapted to work in rough waters.

And one more wish - be sure to equip the Chibis with an additional speakerphone. This is a must when patrolling along the beaches.

In terms of the area of ​​water where the rescue service is carried out, the Leningrad section ranks one of the first places in the country. There are 31 water rescue stations located in this area. Most of them operate wooden crew boats of the 370th and 377th projects, which are poorly suited for providing assistance on the water.

At some stations you can find even the most ordinary pleasure motorboats or consumer boats of the Amur-M type under the flag of the rescue service. It is clear that such rescue vessels are ineffective.

During the last navigation, the first four Chibis were already on duty on the Leningrad waters. This year there will be six of them. Over the course of the five-year period, it is planned to increase the total number of new rescue boats to 25. They will be assigned to stations that control the busiest areas of the waters.

In conclusion, it should be said that the Sosnovsky Shipyard has begun serial production of Chibis rescue boats. In the future, it is planned to release its modification - a crew boat based on the same hull.

Basic data of the boat


Every year, an increasing number of residents of our country spend their holidays on the water and near the water. Unfortunately, the country's rescue service, designed to provide quick and qualified rescue and medical assistance, still did not have its own specialized boat.

Currently, service and pleasure boats of the LM4-87M, LM4-8MK, 370M, 370U, KS-20, Amur-M, Volga and even recreational motorboats.

Providing qualified assistance on these ships is difficult for the following reasons:

  • most boats have insufficient full speed - 18-25 km/h;
  • the traditional layout does not allow convenient placement of rescue and medical equipment, a duty shift of five people (driver-motor operator, three scuba divers and a medical worker), or the victims themselves;
  • the equipment on boats and its location are inconvenient for providing first aid to a rescued person, especially for carrying out primary resuscitation; the vast majority of boats do not have built-in medical “boards” on which the rescued person must be laid in order to provide him with medical care;
  • The variety of types of boats used as rescue boats increases the cost of their operation, requires a large number of spare parts and materials for their repair, and the service life of wooden boats before complete write-off is only five to six years.
In August 1978, a prototype of the first domestic small rescue boat “Chibis” was adopted, the design of which was developed by specialists from the Vostok branch of the Central Design Bureau according to the technical specifications of the rescue services of the Ministries of Housing and Communal Services of the Ukrainian SSR and the RSFSR.

According to the designers, the boat is intended not only to provide assistance to those in distress on the water, but also to provide patrol and rescue service in the areas where rescue stations operate.

The boat "Chibis" was built under the supervision and in accordance with the Rules of the River Register of the RSFSR for class "P" vessels, which are allowed to sail in "O" category pools with restrictions due to weather conditions. "Chibis" can also be used in coastal sea areas.

The contours of the boat are chosen to be sharp-cheeked with an inclined stem and transom. The body structure is made of welded aluminum-magnesium alloy with a transverse body frame system. The layout is traditional - two bulkheads divide the vessel into an engine compartment, a cockpit and a bow compartment, in the event of flooding, the boat remains afloat.

When developing the project, much attention was paid to the location of the cockpit and engine compartment. The dimensions of the cockpit were chosen such that normal conditions were ensured both during the preparation and conduct of a rescue operation, and during the provision of medical care, including resuscitation. For this purpose, a locker with a medical board and a folding seat for a medical worker, near which medical equipment and a first aid kit are located, are installed in the cockpit. Four seats are provided for the remaining members of the duty shift.

Behind the aft seats two scuba tanks are stored for rescue sailors, and in the locker there are diving suits and other light diving equipment. This placement allows scuba divers, on the way to the victim, to quickly put on diving suits and scuba gear and be ready to rescue people before the boat approaches the disaster site.

The cockpit also houses two anchors with ends, a collapsible ladder, rescue and skipper supplies, two fire extinguishers and a manual bilge pump.

The cockpit is equipped with a control panel with a steering gear, reverse and engine speed control handles, external communications equipment (VHF radio, electric megaphone, signal figures, flares and flags) and a removable awning.

A windproof visor is installed in the forward part of the cockpit, the central post of which is the base of the folding mast. Fuel tanks are located in the aft section under the seats.

The gasoline engine of the M8ChSPU100-1 brand was chosen as the engine.

The dimensions of the engine compartment provide easy access to the engine, its systems, battery and electrical equipment.

The engine compartment is closed with a hinged lid with a lock. In addition to the engine and accessories, there is a battery, electrical equipment, a fire-fighting blanket in a case, a steering device, a sound signal, a spare tiller and a bag with tools and spare parts.

Ventilation of the engine compartment is carried out naturally through ventilation grilles.

The steering device consists of a steering gear, steering cables and a rudder with a stock. The maximum rudder angle is 35°.

Signaling lights are installed on the boat deck, wind visor struts and on the mast.

In the bow and stern parts of the deck there are cleats for mooring the boat, which also serve to lift it out of the water.

A rescue rail is hung along the sides of the boat and the inscription “Rescue” is written on it. The hull is painted orange, clearly visible on the water, and the emblem of the rescue service is applied to the bow on the deck. The service life of the boat is 15 years.

The prototype of the boat passed comprehensive factory and state tests and, based on their results, was recommended for use by the country's rescue services.

Since 1979, the serial construction of Chibis boats has been mastered; they have already begun their service at rescue stations.

In 1980, a prototype of the boat was exhibited at VDNKh in the Shipbuilding pavilion and was awarded silver and bronze medals. In 1981, the boat's development team was issued an author's certificate for the industrial design of the boat.

The high-speed boats built by Vympel form the basis of the naval group of the Coast Guard of the Border Service of the FSB of Russia. In particular, this year Vympel successfully continues the construction of a series of boats for the Russian Coast Guard.

The small border patrol boat of Project 21850 "Chibis" belongs to the class of service combat ships and boats. Subclass – small border boat. The boat project was developed by the Alekseev Central Design Bureau.

The boat is designed to protect the coastal areas of the state border. Navigation areas are coastal sea areas, including shallow waters, and bays with a distance from the coast of up to 5 miles and from a shelter point of up to 14 miles. The boat provides solutions to the following tasks: survey of coastal waters, internal and external roadsteads of ports and harbors in order to search for small and medium-sized targets; detection and interception of small high-speed targets; transportation of border patrols and anti-terrorist groups; rescuing people in service areas. The cruising range at economic speed of the Chibis is 160 miles. In patrol mode at a speed of 6 knots, the cruising range is over 500 miles.

The propulsion system consists of two complexes, including the main engine and an associated water-jet propulsion unit. Each complex includes: a Volvo Penta D4-260 engine with a power of 1009 kW; water jet FF240 from KaMeWa, equipped with a hydraulic control system.

For ship navigation and ensuring navigational safety in any conditions, the following composition of navigational equipment has been adopted: magnetic compass KMC 90-1, GLONASS/GPS receiver with chart plotter function “Regatta-710”, navigation radar station “Poisk” MP-415, lighting equipment.

The main material of the hull and superstructure is aluminum-magnesium alloy.

The Russian law enforcement agencies are well aware of the Project 12150 Mongoose high-speed patrol boat. With a top speed of 53 knots, this deep-V aluminium-magnesium hull is a fast planing boat designed for Coast Guard, NCIS, Customs and search and rescue missions.

The project is universal, and on its basis various modifications of the boat can be created depending on the solution of certain problems. Together with the Almaz Central Marine Design Bureau, the Vympel Shipyard carried out the modernization of Project 12150 Mongoose. The internal layout was changed, the superstructure was enlarged, and a remote-controlled combat module was installed. The result of the modernization was an improvement in the combat, tactical, seaworthiness and technical characteristics of the boat, as well as a noticeable improvement in its habitability.

The high-speed patrol boat of Project 14310 “Mirage” is a high-speed planing boat in an aluminum-magnesium alloy hull with sharp-chine lines. The use of a complex of automatically controlled spoilers improves the speed characteristics of the boat by 8-10 knots, as well as seaworthiness, reducing the amplitude of roll by six times and pitching by 1.5 times. With a displacement of 120 tons, the speed of the boat when using the spoiler system is up to 50 knots, and the cruising range is up to 1,500 miles.

The specialized high-speed small patrol boat of Project 21850 "Chibis" is designed to protect coastal sea, river and lake sections of the state border, survey coastal waters, internal and external roadsteads of ports and harbors; detection and interception of small high-speed vessels; ensuring the transportation of border guards, anti-terrorist groups, passengers and cargo, as well as rescuing people in areas of service.


In 2004, the border service of the FSB of Russia organized a competition to design a small border boat to replace the most popular patrol boat "Aist", used for border service on border rivers and in coastal sea areas. The need to replace boats of this type was due to a sharp increase in the technical equipment of the violators. To combat them, new, more modern boats were required, equipped with modern navigation and search equipment, communications equipment and with a high speed of up to 40 knots.

One of the main requirements for the new boat was high safety of its operation and comfort of service with high tactical and technical characteristics, which significantly complicated the task of the designers. The tactical and technical specifications for the boat were developed by the Border Research and Testing Center. The work was financed by the border service of the FSB of the Russian Federation.
The competition was won by JSC Central Design Bureau for Hydrofoil Vessels named after. R.E. Alekseeva", which is part of the financial and industrial group "High-Speed ​​Fleet". In record time, the boat was designed (chief designer I. Buldakov) and in December 2004, the manufacturer began to receive working design documentation for the construction of the lead boat (the contract was signed on June 29). This was facilitated by the existing developments, tested and tested on models and protected by a patent for inventions.

For the first time, the boat of Project 21850 "Chibis" was presented at the international exhibition of police and military equipment "Interpolitex-2004", held in Moscow. Manufacturer - JSC Shipbuilding Plant "Volga".
When developing the Project 21850 Chibis boat, the latest achievements in the field of creating high-speed vessels were used. It is distinguished by a modern design and almost twice the speed compared to the Aist boat. The boat is equipped with an air heater, which provides the required temperature on board both when parked at an equipped berth and in any operating mode.
When finishing the boat, modern materials were used that have hygienic certificates and are approved for use on border vessels, and fully ensures compliance with the requirements for the prevention of environmental pollution.


The Chibis boat, with significant speed indicators, has very high maneuverability. This is ensured by two water-jet propulsors, which allow it to turn on the spot at any speed, move with a lag and quickly pick up the maximum speed from a standstill (“stop” mode).
As a propulsion system, the boat is equipped with two KAMD 43 diesel engines with a power of 230 hp. With. and water cannons from KaMeVa.
Chibis is equipped with modern radio navigation equipment, which has not previously been installed on such small boats. To illuminate the surface situation and increase the safety of navigation on the open sea, near the coast and in narrow places, especially in difficult meteorological conditions, the boat is equipped with a Hals navigation radar station, coupled with a DS-83 horizon compass.
To increase the reliability of radio communications, in addition to VHF radio stations, the boat is equipped with a Kordon-23 HF radio station. It increased the communication range and reception confidence, especially in areas with complex physical and geographical terrain.
The Chibis boat has the ability to install a heavy machine gun. Removing it, unlike the Aist boat, from the bow deck behind the wheelhouse allows firing from a protected area.

The design of the Chibis boat includes remote control of the engine operation. Initially, you have to get used to it, since the controls differ in that they are located on the left side. This model has a special board in the middle of the body, which can be removed when not needed. Its main task is to locate the victim. To expand the space on the cockpit, it is better to remove the board, since effective medical assistance is provided already upon reaching the shore. There are no resuscitation devices on board.

The design of the boat has sharp-cheeked contours, which have an inclined stem and transom. The body is based on an alloy of aluminum and magnesium. Welding is used to connect the sections. The body has a transverse set.

In terms of layout, everything is quite traditional - 2 bulkheads dividing the ship into several compartments:

During the development process, due attention was paid to the convenience of the location of the cockpit and the compartment for installing the motor. To achieve the above goals, a locker is provided in the design of the cockpit; in addition, it accommodates a board for positioning the victim and a seat for a medical worker with a folding type of fixation. Near the seat there is equipment and a first aid kit. There are 4 seats for other crew members.

Seats located at the stern hide from view 2 scuba tanks, which are used for rescue sailors. For the same purpose, there are 2 diving suits and other necessary diving equipment in the locker. Thanks to the chosen location, it is possible to ensure the fastest donning of equipment.

The motor niche allows access to the device and associated systems, as well as to the battery and electrical equipment. To close the compartment, a hinged hatch is used; it has a special lock. The ventilation system works using a natural method; a special fan is not used, there are only grilles for air flow.
